The Corps needs to better explain the timing of the decisions, and why they were made when they were made.
Many questions still need to be answered regarding what went wrong and what actions should be taken to prevent a similar flood in the future.
I fear the Corps has been operating under an assumption that this year's flood was a singular historic event.
The clear consensus from seven out of eight States that were affected by the 2011 flooding event is that flood control must be the highest priority.
It seems to me that the benefit of having this more consolidated and uniform would prevent people from falling through the cracks.
