The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used to develop, propose, finalize, implement or enforce the rule entitled ``Management of Non-Federal Oil and Gas Rights'' and published by the United States Fish and Wildlife Service on December 11, 2015 (80 Fed Reg. 77200), or any rule of the same substance. The Acting CHAIR. Pursuant to House Resolution 820, the gentleman from North Dakota (Mr. Cramer) and a Member opposed each will control 5 minutes.
