I am concerned that what is really under discussion today is really not an effort to protect the financial system from climate risks but, rather, to establish conditions by which certain businesses deemed politically unfavorable can be starved of capital and shut out of the financial system.

Let's face it, as long as there is chaos and uncertainty, there is going to be litigation and stays, and maybe that is a strategy in and of itself.
Sometimes they have the money. Sometimes they have the will. Sometimes the bureaucracy gets in the way.
But I think the investment in capital still falls short of where it has to be to meet many of these emergencies.
