The Clerk read as follows: Amendment as modified, offered by Mr. Cramer: Page 87, lines 1 through 21, amend subsection (g) to read as follows: (g) Weather Service Modernization.--The Weather Service Modernization Act (15 U.S.C. 313 note) is amended-- (1) in section 706-- (A) by amending subsection (b) to read as follows: ``(b) Certification.--The Secretary may not close, automate, or relocate any field office unless the Secretary has certified to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science of the House of Representatives that such action will not result in degradation of service to the affected area. Such certification shall be in accordance with the modernization criteria established under section 704.''; (B) by striking subsections (c), (d), (e), and (f); and (C) by inserting after subsection (b) the following new subsections: ``(c) Special Circumstances.--The Secretary may not close or relocate any field office which is located at an airport, if the Secretary, in consultation with the Secretary of Transportation and the Committee, determines as a result of an air safety appraisal that such action will result in degradation of service that affects aircraft safety.”
