This is the ``all of the above'' Federal building energy conservation. We talk about doing ``all of the above'' energy development in this country, and we have to get from talking about it to doing it. This is a great example of what I am talking about. It actually goes back and addresses a problem that was created in the Energy Independence and Security Act of 2007.…”
