Mr. President, I rise to speak in support of amendment No. 1045 to H.R. 2354, which is the Energy and Water appropriations legislation. This amendment rebalances funding for the fossil energy research and development account in the U.S. Department of Energy from within the existing budget. I want to point out that this action results in no additional spending. It is simply an adjustment within the existing budget. You may have heard recently about the tremendous progress we are making in the State of North Dakota when it comes to oil and gas development. We are also developing many of our other energy resources as well. Over the past decade, through a comprehensive energy plan called Empower North Dakota that we have put together, we have advanced all of our energy resources in tandem, and we have done it with good environmental stewardship. That includes coal, wind, biofuels and, of course, oil and gas. In a little more than a decade, North Dakota has grown from the ninth to the fourth largest oil and gas-producing State in the country, having surpassed oil-producing States such as Oklahoma and Louisiana. If our current estimates are on target, we will soon pass California and become the third largest oil-producing State in the Nation. That growth is the product of a progrowth legal, tax, and regulatory environment that we have built with the right kind of pro-business policies.…
