I rise to speak about the National Defense Authorization Act. This is legislation we are currently considering that we need to pass. It is important for our military, and it is important for the American people. I have offered a number of amendments, and I rise to speak about three of those amendments at this point. The first is amendment No. 1483, which involves RPA flight training. Essentially, amendment No. 1483 would instruct the Air Force to consider allowing private contractors to provide the Air Force with training for remotely piloted aircraft or RPAs. These are the vehicles used in unmanned aerial systems, commonly called UAS. Currently, the Air Force is training pilots for RPAs, remotely piloted aircraft, within the service itself. But there are some very skilled private contractors. In fact, the people who make unmanned aircraft could be doing high-quality training for them as well, particularly in concert with our universities that provide aviation training. Right now the Air Force faces a real challenge in training a sufficient number of unmanned aircraft pilots to meet operational demands. Specifically, this amendment directs the Air Force to evaluate the use of private contractor facilities, equipment, and trainers to increase the number of qualified pilots for our RPA missions.…
