I have worked for years and years with the gentleman from Arizona [Bob Stump], who has the best interests of the veterans at heart, an honorable man, and the gentleman from Mississippi [Sonny Montgomery], who has been a pillar for the veterans in this country for many, many years. I would just like for somebody to tell me, we talked about priorities, why did this program in the first place come under the axe for the rescissions? What was the rationale that was used to cut these programs for the veterans, that forces us into this situation, into a political situation? Why did it not have a higher priority than to be under the Rescission Act to start with? Could anybody answer that question for me?
