This Clinton budget plan will not create jobs, will not grow the economy, and will not reduce the deficit. Our distinguished chairman of the Committee on the Budget... said: We are going to find out whether we have higher deficits. We are going to find out whether we have a slower economy. We are going to find out what is going to happen to interest rates, and it is our opinion that this budget is a killer. He goes on to say the Democrats have a job-killer program. It is like a snake bite. The venom is going to be injected into the body of this economy in our judgment, and it is going to spread throughout the body and is going to begin to kill the jobs that Americans now have.
