OK, Mr. Chairman, I stand corrected. And I apologize. But the gentleman said this is pitting poor children against bureaucrats and lawyers. That is not really what we are doing here. All the Members that I know here, the gentleman from Wisconsin [Mr. Obey], myself, the gentleman from Texas [Mr. Edwards], we have been supporters of impact aid for years and years and years. In fact, the gentleman from Wisconsin [Mr. Obey] led the fight when Mr. Natcher was chairman of this committee to increase funding for impact aid. So to say that and make the determination that what we are doing is denying money to these poor children, impact aid, and you are going to give it to bureaucrats that do not do anything, that is not really a fair characterization.
