Living in rural North Carolina, my kids were in grade school, and nothing pleased them any more than when the symphony or a portion of the symphony from Charlotte or someplace came and performed at their school. It was the highlight of their day and the highlight of their week when they could participate in something that they would not be able to participate in otherwise. To me this is just an absolute tragedy when we did not allow a vote, an up-and-down vote for my friend, the gentleman from Illinois [Mr. Yates].
