We have had a system that has perpetuated this type of behavior. We have had a system that has through payments encouraged people to have children out of wedlock, and, as the Speaker has said so many times, we want to help people get off welfare. We want to help people become productive citizens. Welfare should not be a hammock. Welfare should be a springboard.
