America's strength is its people; and the gentleman, Reverend Delaney that the gentleman just mentioned, obviously is a caring, compassionate man that understands the Bible, to help the brother who is in trouble. If anything, over the last 20 years, that is why we reformed welfare when we came in 1997. It was simply that the Federal Government does some things good, but a lot of things it does not do so well. So therefore, go back to the community and the people, as the gentleman said, they know the name of the person they are trying to help. That is how government can partnership with local communities and community leaders to do for those who need help.
