United States troops in Bosnia have been forgotten. Clearly the saying, out of sight, out of mind, applies to our men and women in Bosnia. While many Americans were opposed to deploying U.S. troops to Bosnia, we found some comfort in knowing that our troops were to come home at the end of 1 year. Well, Mr. Chairman, as we know, the President has broken his promise time and again and still will not commit to a withdrawal date. Enough is enough. I am a supporter of national defense, and I believe our men and women in Bosnia are doing an extraordinary job under tough circumstances; but I am troubled by an operation with no congressional authorization, no congressional consultation. In fact, our only function is to pay the bill. It is time for Congress to play a role and support the Hilleary amendment to ensure the safe and orderly withdrawal of United States troops from Bosnia. America has done its duty. Let us bring our troops home.
