This is must-do legislation. It is also the most robust Intelligence Authorization Act the House has ever considered, and it is consistent with the Defense appropriations bill the House passed yesterday by an overwhelming vote of 403 to 17. Intelligence has been, rightly so, recognized as a critical weapon in the global war on terrorism.
