H.R. 3966 is based on a simple principle. Colleges and universities that accept Federal funding should also be willing to provide military recruiters the same access as other prospective employers to students in ROTC scholarship programs. This legislation would improve the ability of the Department of Defense to establish and maintain ROTC detachments and ensure that military recruiters have access to college campuses and students. Successful recruitment for our military relies heavily on the ability of these recruiters to have access to the students and the students to be able to have access to the recruiter easily.
