“I thank the gentleman from Alabama. I would just urge that both he and other Members not use this in any way as a precedent. It is one thing to fence an appropriate amount of money over a worthy disagreement, but this is overkill in this case, at least in my opinion. So we probably will not prevail on the vote, but we need to establish precedents that will work for the strongest possible defense for that country, and a minimum of bureaucratic conflict.
