earlier today, I was speaking at an event being held in the basement of the Rayburn building and because the clock and bell system did not work in Room B-338, I missed two votes on amendments to H.R. 2965, the Federal Prison Industries Reform Act of 2006. Had I been present, I would have voted ``aye'' on the first Scott Amendment and ``aye'' on the second Scott Amendment. The Acting CHAIRMAN.
