Another key element of the plan is that Congress has to tell taxpayers back home how much we are spending, because right now many bills go through this body with a voice vote, with no cost estimate. So we are proposing, just as a place to start, not that this is a perfect number, but any bill that spends more than $50 million we will have to have a recorded vote on so that the taxpayers back home will know who voted for what; so there is finally some accountability in this body.”
