If no one else is seeking time, I would like to yield 1\1/2\ minutes to my friend from Oregon (Mr. Schrader) who, along with Mr. Quigley, Mr. Lipinski, and Mr. Costa, have been invaluable partners in pushing for the Simpson-Bowles budget.

America has always taken the lead in these areas. And just speaking as a taxpayer, I absolutely endorse its extension.
Friends have to be honest with friends. India has done better in the past and has to change course.
This bill was contradictory, conflicting, confusing. They wrote it in the middle of the night. It's going to be open to interpretation. This is in no way a reasonable compromise as Republicans have presented it.
