This is what every working family already owes to pay for the promises this Congress and this administration have already made for our Social Security beneficiaries, our Medicare beneficiaries, so many other good and worthy programs. As my friend, the gentleman from Georgia, pointed out, today we are having to borrow most of this money from foreign countries. President Bush has borrowed more money himself from foreign nations than all previous Presidents in American history combined. That is a staggering thing to comprehend.
