“They would be pretty much out of business if they were a public company in this country, and they are all large enough to be giant public companies. And the Federal Government simply cannot find $24 billion. They do not know where it went. This is an outrage. And guess what the worst offending Federal agency happens to be? The U.S. Pentagon. And it is not because we are at war. Even during peacetime, the Pentagon has not been able to account for the money it is spending.”
