I thank Mrs. Black for her leadership. ``Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof.'' Madam Speaker, will we dare vote tonight to uphold the free exercise of religion? Will we dare vote tonight to ensure that no church or religious institution in the District of Columbia is forced to violate their beliefs and convictions? Yes, we have a solemn obligation to support our constitutional commitment to religious liberty, so I urge all my colleagues to join me in supporting H.J. Res. 43, the disapproval resolution to block the D.C. Council's disregard of fundamental constitutional rights.
