The Clerk read as follows: At the end of the bill (before the short title), insert the following: Sec. __. (a) None of the amounts made available by this Act may be used for any program not authorized by law as of the date of the enactment of this Act. (b) The limitation in subsection (a) shall not apply to amounts under the headings ``National Nuclear Security Administration'', ``Environmental and Other Defense Activities'', or ``Defense Nuclear Facilities Safety Board''. The Acting CHAIR. Pursuant to House Resolution 641, the gentleman from North Carolina and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from North Carolina.”
