Yes, I will yield to the gentleman from Pennsylvania when I get a second. Mr. Chairman, my amendment prohibits funding in the bill for unauthorized programs. It parallels my Sunset Act of 2014, H.R. 3847, which would force Congress to actually do oversight and evaluate each individual program. This type of sweeping reform would dramatically overhaul the way Washington budgets and spends hard-earned taxpayer dollars, and it would allow Congress to finally take back control, scale back our bloated bureaucracy, and provide accountability for the Federal Government.
