“I did not vote for the original war resolution. I thought it was ill-advised to delegate to the President authority that the Congress had, and I thought it was ill-advised for the President to proceed to war without world support and support from the U.N. in the absence of an imminent threat to the United States. I have seen nothing since then to change my mind about that. I think we were ill-advised to proceed to this war in a hasty fashion without the support of the U.N., and I think our policies continue to be flawed to stay there and to pursue this war without world support. The only reason that I have vexed about this vote is that our soldiers are there, and they are in harm's way. But I think to support this resolution would be to sanction the flawed policies of this administration. Consequently, my intention is to vote no on this proposed appropriation.”
