I just simply want to point out to the gentleman that even members of the committee have also been denied the right to offer amendments, and that during the course of debate on the rule itself we pointed out the insanity of including in the debate time the time for votes, which has consumed about 2 to 3 hours of the debate time that the other side has told the American people we have, and that the same kind of process is being built into the next rule for the bill that is coming forward tomorrow. Mr. Chairman, it makes no sense on this bill, it makes no sense on any other bill, and I am hopeful that the majority will come to its senses and quit describing these rules as open rules, when in fact there are at least 20 or 25 Members around who still desire to offer worthy amendments and engage in debate.
