I have to evaluate his amendment on its merits. Mr. Chairman, I want to say this to my colleagues. There is politics all over this place, on the right, on the left. But I want to tell my colleagues that the Constitution of the United States protects conservatives, protects liberals, protects moderates. The Constitution of the United States protects black people and white people and Mexican-Americans, and the whole range and array of people. To the extent that we undercut the provisions of the Constitution of the United States, we do our whole Nation a disservice. The gentleman from Georgia [Mr. Barr] is putting back in some sanity and some constitutional provisions. I think we ought to support his amendment.
