with all respect to my friend, the gentleman from Arizona [Mr. Hayworth], I think he is still giving his campaign speech from 2 years ago. Every budget that is coming to this floor will balance the Federal budget, so this is not about whether we balance the Federal budget or not. We have already passed that point. The question is what kind of priorities we set while we balance the Federal budget. Do we continue to build up a military that is already spending 100 times, 100 times more than any other country in the world? And do we do that at the expense of ordinary, average working people who need health care, who need education, who need the environment protected, who need the services that we provide to the elderly? Mr. Chairman, anybody ought to understand that this is not about whether we balance the budget or not. It is about the priorities we set while we engage in that process. Mr. Chairman, I hope my friend will understand that that debate is over.
