“I want to start by emphasizing that nobody can be unsympathetic to the victim of a rape or sexual abuse, especially one of the kind that has the violence and animus associated with it that was directed at Aimee. We need to go out of our way to express regret and support for families. There are parts of this bill which are actually very good, and I want to applaud the sponsors of the bill for parts of the bill, although I think there are some other parts of the bill which cause substantial concern and which all of us ought to pay attention to and be concerned about whether we vote for or against this legislation. Let me talk about two parts of the bill that I think are very valuable. One of those is the requirement in the bill that would provide for collection of data regarding recidivism.”
