I hate to disappoint my good friend, the gentleman from Michigan (Mr. Upton), to advise him that our fear is that by burdening this bill down with various provisions, other than the AMBER Alert provisions, it will follow the same route that it has followed in the past. It will be passed here in the House, it will go to the Senate, and it will not receive action because the AMBER Alert part of this bill is burdened with other bills which we have passed many times on this side, but have never been taken up, and the Senate has refused to take them up on the other side. So while I applaud his efforts to support the AMBER Alert part of this bill, doing it in the way that we are doing it is probably the kiss of death for the bill.
