I call up amendment No. 278. The PRESIDING OFFICER. The clerk will report. The assistant bill clerk read as follows: The Senator from North Carolina [Mrs. Hagan] proposes an amendment numbered 278. The amendment is as follows: (Purpose: To establish a deficit-neutral reserve fund for the families of United States servicemembers and veterans) At the appropriate place, insert the following: SEC. ___. DEFICIT-NEUTRAL RESERVE FUND FOR THE FAMILIES OF AMERICA'S SERVICEMEMBERS AND VETERANS. The Chairman of the Committee on the Budget of the Senate may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports relating to support for the families of members of the Armed Forces and veterans, including-- (1) expanding educational opportunities; (2) providing increased access to job training and placement services; (3) tracking and reporting on suicides of family members of members of the Armed Forces; (4) ensuring access to high-quality and affordable healthcare; or (5) improving military housing; by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2013 through 2018 or the period of the total of fiscal years 2013 through 2023.
