Mr. President, I rise to join my colleagues in imploring Congress to provide needed assistance to our families, our communities, and our businesses suffering from the rash of natural disasters that have hit our country hard this year. While many of us who represent States on the east coast planned to spend our final week of our August work period traveling our State, touring factories, stopping by schools, and visiting military bases, Mother Nature had other plans. We still traveled to our States, but we saw a very different scene: whole streets and towns flooded, homes and businesses washed away from their foundations, destroyed crop fields, and constituents worried about the loss of their homes and mourning their loved ones. Over 2 weeks ago, Hurricane Irene barreled down our eastern seaboard, and early estimates suggest it could be one of the top 10 costliest disasters in U.S. history. I am here to tell the story of North Carolina. In the early morning of August 27, Irene first touched down over eastern North Carolina's Outer Banks. Even before it made landfall, the storm brought on several tornadoes along the coast that swept away entire homes. This is a photo of what is left of three homes hit by tornadoes in Tyrrell County. I was there, and it was truly devastating. One elderly man who had one of these homes was there the next day with a rake, forlorn look in his eyes, and said: The only thing I own now are the clothes on my back.…
