Madam President, it is with great pride that I rise to speak about the Bipartisan Sportsmen's Act of 2014. Before proceeding, I wish to thank Senator Murkowski for being a true partner in developing and building support for the sportsmen's package. I am proud to say that by working together, the Bipartisan Sportsmen's Act is cosponsored by 18 Democrats, 26 Republicans, and 1 Independent. It is endorsed by a very diverse group of more than 40 different stakeholders. When I became cochair of the Congressional Sportsmen's Caucus in early 2013, I was committed to advancing bipartisan legislation that would benefit our hunters, our anglers, and our outdoor recreation enthusiasts in North Carolina and around the country. Taken together, I believe the 12 bills included in this bipartisan act accomplish that objective and do so in a fiscally responsible manner. This package does not add a dime to our deficit. It actually raises $5 million over the next 10 years for deficit reduction. Outdoor recreation activities are part of the fabric of North Carolina. From the Great Smoky Mountains National Park in the West to the Cape Hatteras National Seashore in the East, North Carolinians are passionate about the outdoors--me included. Hunting, fishing, and hiking are a way of life, and many of these traditions have been handed down through my own family.…
