Mr. Speaker, this is the taxpayers' money. It is not the government's money. When the government has enough to operate and to pay down the debt and to act in a responsible way for the foreseeable future, it is our obligation to let the American taxpayers keep more of what they earn. There are things that we do know with certainty. We do know that Federal taxes are at the highest level ever since peacetime. Americans work for more than 4 months just to pay their taxes. We know that with certainty. The typical American family pays more than 38 percent of its income in total taxes. We know that. On top of that, households are facing higher energy prices. My colleagues from the Northeast know that. The price of oil has doubled over the last 18 months.
