I want to encourage the President and his staff and the Treasury Department and all those connected with the Social Security system to come forward with a concrete proposal in writing that we can receive. So I am hopeful yet that we do receive a formal proposal from the President. The purpose of this resolution is to bring us together, to show that there is some unity in this House between Democrats and Republicans. I am not going to spoil the day by going out and trying to retaliate and bring about argument or try to accent what separates us, because this resolution is what brings us together. Both sides have said that we are going to preserve the Social Security system. Both sides have said that we are not going to raise payroll taxes.
