It seems like when somebody is starting to lose the argument around here, they start yelling about the Social Security Trust Fund. I would challenge any Member to come to the floor and explain how we are dipping into the trust fund. The trust fund is there. It is solid. It has the treasury bills in it. The Social Security surplus which goes into the general fund, part of that is being used, just as the Democrats did for over 30 years, because we are in a time of economic stress and we are in a time of a war footing. I think both parties will agree that in these particular times of stress, as long as we do not touch the trust fund, the surplus is out there and we can no longer use all of it to reduce the debt as we had been doing prior to September 11.
