Now, where we diverge is the reality that this one title will cost taxpayers nearly $1 trillion over the next 10 years.

We took the case into Federal court, and the lower Federal courts ruled in our favor and ruled that the State legislature engaged in partisan gerrymandering and that it was a violation of the Federal Constitution.

What was struck down was Section 4, which is the formula that decides which States, which counties, which cities are included in Section 5.
