With respect to the vote on H.R. 5377, I was unavoidably delayed. I was in the Speaker's lobby at the time of the vote, and when I entered the Chamber, the vote had concluded. Had I been on the floor, Madam Speaker, I would have voted ``aye.'' ____________________

Now the Supreme Court is going to have to decide whether or not State courts have any authority whatsoever over election laws within the State.
I had spent thirty years in a courtroom before coming to Congress, and, you know, in a courtroom, the rules are so much different than the rules for ethics for Members of Congress.
Just because you have high turnout doesn't mean that bad laws aren't barriers to voting.
