Thank you, Mr. Cummings, for yielding. Mr. Speaker, I was walking on the floor moments ago, and my colleague on the other side said that this failure to pass a CR was punitive behavior of this White House. I cannot allow that to go unanswered. The fact is that there are 260 votes right now in this Chamber to pass a clean CR today.

We took the case into Federal court, and the lower Federal courts ruled in our favor and ruled that the State legislature engaged in partisan gerrymandering and that it was a violation of the Federal Constitution.
