the point is that trying to raise the level of children to be healthy indeed is not a hard decision. I think the preferable way would be across the board. That is what my amendment would do. But if we are not going to raise it $23 million, I can ill expect that we are going to raise it $184 million, what the President asked for. We have a bill before Congress called Hunger Has a Cure. It simply means that those of us who care about children and care about starving people or care about their health, we feel it ought to be raised to an issue. I personally have a preference that it should come across the board. But if I am not going to get that opportunity, I am going to withdraw that amendment. If the Obey amendment goes down, maybe I will offer it, but if it does not go down, we will indeed be supportive of it.
