I rise in support of H.R. 2616, although not a perfect bill, the Charter School Amendment Act of 1997, the bill that we will have the opportunity to vote on very soon. This innovative school choice program strengthens our public school system. At least that is the design of it. Charter schools are public schools established under State laws that are created by teachers, parents, and other members of the community to stimulate reform within the public school system. Contrary to popular belief, charter schools do not exclusively serve suburban school districts. In fact, some of the most successful charter schools are in urban areas. Additionally, some of the schools only serve students with disabilities or also low-income students. H.R. 2616 amends the current law. It extends it from 3 to 5 years, although there is question about that. The extension provides opportunity to actually see that these programs are implemented. There are some 28 States, the District of Columbia and Puerto Rico that enjoy the great opportunity to implement charter schools. My State happens to be one. In fact, my State now has chartered more charter schools than most of the States. In my district, charter schools are working. Not all of them are successful, but many of them are. Therefore, I would encourage other Members to give this legislation a chance, to support these schools, and to find innovation within the opportunity of public schools.
