I am proud to be a conservative, small-town-value kind of Democrat that is standing before the gentleman today, and I am appalled that for some reason a Member of the House has some control over what happens in a Senate conference committee. I have no more control over the Democrats in the Senate than the gentleman from Wisconsin does. Mr. Speaker, I think the American people are sick and tired of the partisan bickering that goes on in the Nation's Capitol. It should not be what makes the Republicans or Democrats look good or bad; it ought to be about doing what is right and providing a strong, effective voice for the people who sent us here to represent them.
