Mr. Speaker, I yield 5 minutes to the gentleman from Texas (Mr. Sandlin), a fellow Blue Dog, a good member of the Blue Dog Coalition and someone that I think will help us and hopefully help the gentleman from Arizona understand why he needs to support this as his President has asked, our President has asked, and as the Senate voted 94 to 2 in a bipartisan way to pass.
