The text of the amendment is as follows: Page 31, line 17, insert after ``Code'' the following: ``, except that the term does not include any rule relating to the physical and cyber security of the bulk-power system (as defined in section 215(a) of the Federal Power Act (16 U.S.C. 824o(a)), including any emergency action to protect and restore reliability of the bulk-power system''.
