Second, the rule provides for consideration of H.R. 5585 under a structured rule. The rule provides for 1 hour of general debate equally divided and controlled by the chair and ranking member of the Committee on Energy and Commerce, makes in order one amendment, and provides a motion to recommit. Third, the rule provides for consideration of H.R. 7666 under a structured rule.
