Mr. Speaker, on November 7, the American people spoke, and they said they wanted a new direction for this country both here at home and abroad. And in speaking, they gave us, as Democrats, a chance to lead in this 110th Congress. And Mr. Speaker, we are ready, willing and able and prepared to do so. And part of the way that we believe we can restore fiscal sanity to our National Government, it took 6 years to create this mess, and we can't fix it overnight, but we have a plan to begin to restore some fiscal discipline to our Nation's Government. And it is what we call the Blue Dog Coalition's 12-point plan for budget reform.
