If we are going to spend the tax money, the people need a voice in it and we need to make sure that money is going to benefit them to create jobs, economic opportunities; and that is what we are trying to do here, and that is why we say justify spending for pet projects. Number nine, ensure that Congress reads the bills it is voting on. That seems quite silly, but the reality is that many times they will bring bills to the floor of the House that are thousands of pages, thousands of pages thick and give us less than a day or less than an hour, in fact, at times, to actually read the bill we are voting on. Our point is this, what we are proposing is a minimum of 3 days to have the final text of legislation made available before a vote. We cannot require Members of Congress to read a bill before they vote on it; but I can promise you this, if you give us less than an hour, if the leadership gives us less than an hour to read a 3,000-page bill, no one is going to be able to read that.
