I did not interrupt you, but that is what you said, and it was written in the book. In the Congressional Record, this same gentleman said ``To a very large extent, the basic power structure is unchanged in Romania today,'' He said this in 1992. This is the man to whom we now want to give the favor, so next Sunday in the elections he can tell his people, the Congress of the United States is supporting this regime. So he is talking about all this dramatic progress that has been made since 1992, but he was saying that this was a terrible regime in 1992. And there has not been very much progress. In fact, when we use most indices, they have actually gone backwards since 1992. My argument is that this bill supports the old Communist bureaucracy nomenclature and elite. It does not support those people striving and seeking freedom and democratization in Romania. I stay in touch with them every day, they come by my office every day. People from here who go over there and invest small amounts of money, middle-size amounts of money, lose it because of the noninviolability of contracts. They find that bribery, corruption, black marketeering, lying, cheating, and stealing is a way of life that has been inherent from the Communist regime. This has been perpetuated.
