There has been, Mr. Chairman, a steady flow of town and city officials from Texas in particular who have come to Washington to voice their concerns. We are going to visit them in very short order now to have a first-hand look before this bill goes to conference. But the work that we have done on this issue, I believe, does strike the desirable balance. We appreciate the Members' input on that because these communities are concerned that the construction of this barrier not go on without some regard for their history and their needs.
